Offshore security exercise, code-named 'Prasthan' was conducted from 21 to 22 November 2017 on an ONGC oil platform Heera, located about 40 nm West of Mumbai Harbour, in the Heera–Panna oil field. This exercise is conducted every six months, under the aegis of Western Naval Command to validate response to various contingencies in the Offshore Development Area (ODA) off Mumbai.

The contingency response was managed by the Crisis Management Group (CMG) from the Joint Operations Centre, Mumbai. The CMG comprises stakeholders from various Central/State Govt agencies including the Indian Navy, Indian Air Force, Indian Coast Guard, ONGC, Mumbai Police, Mumbai Port Trust, and Global Vectra.

The exercise provided a realistic scenario to assess readiness of all stakeholders to fight contingencies at the Western Offshore area in a synergistic and coordinated manner.
